Background
In the T.A. 1300, the Nazgul reappeared in Middle Earth and Angmar was founded by the Witch-King, bringing forth an era of terror to the North of Eriador. Over 100 years later, the Witch King of Angmar invaded Arnor, crippling the kingdom. Over the next 500 or so years, the realm of Gondor suffered many defeats, many of them caused by usurpation and deaths of their kings. In the T.A. 1975, the kingdom of Angmar was destroyed in the Battle of Fornost. For a considerable span of time, Angmar was little more than a nuisance that required little effort to combat, but as time moved forward, forces began to stir once more. In the T.A. 2460, Sauron returned to Dol Guldur, spurring forth new threats across all of Middle-Earth.
It was not until the T.A. ~2700, that Draugmir (The Wolf Jewel) was founded by a circle of men and elves. The original purpose of Draugmir was to inhibit any and all actions of Angmar that may leak Southward into free land. A large fortress was constructed upon an island within Nen Harn, far North of common day Bree-Town, hidden among the winding rivers and forests. This fortress would be named Draugmir, becoming a physical representation of the order that created it.
The order was secretive, seeking out fine craftsmen, thinkers, and warriors with the urge to pledge their lives to freedom from evil. As decades passed, artifacts from Angmar had been gathered and stored within the fortress of Draugmir with each excursion into the wretched land. One of which was a stone, named after its appearance, the Black Stone. This stone, was responsible for the destruction of the order, leaving few alive, as Angmar sent forces to reclaim it during the T.A. 2850. It was only in recent times, the T.A. 2995 that a revival of the order began, though scattered throughout Eriador and beyond.

Following the destruction of the fortress within Nen-Harn, the order moved onwards East over the mountains and into Rohan. From here they continue their fight, from a new location.
