Several Hobbit Folks were gathering outside the gate to Brightdown tonight. I suspected Loiterers creating an obstruction on the Thain's Highways but on investigation it appeared to be The Southfarthing Gate Concert.
I consulted my book of "Laws, Bylaws and Regulations" and could find no law, bylaw or regulation that did not permit entertainment. The book said anyone who "stood idly about or lingered aimlessly" was guilty of Loitering and as these folk had a clear purpose (watching said entertainment) I could find no reason to pursue the matter further.
I did however remind folk that anyone not dancing or enjoying themselves would be asked to move along or face charges of loitering and being a general nuisance to others.
