To all whom this letter may concern,
Let it be known that Foruil of Gondor, scholar and servant of the Crown, travels throughout the lands of Eriador by commission of Elessar Telcontar, King of Gondor and Arnor.
He is charged to journey among the peoples of the North, to hear of their troubles and needs, and to learn what aid may be given toward the recovery of their lands following the recent War.
To this purpose, he bears the King's authority to speak on his behalf, to seek counsel with those willing to receive him, and to offer such assistance as lies reasonably within his means and commission.
All whom he encounters are asked to receive him in goodwill and to grant him such counsel and assistance as they deem fitting, that the needs of the North may be better known and faithfully brought before the King.
Given by command of the King,
under his hand and seal.
