Background

Unknown is the place where they would meet, in the gloaming of Middle-Earth, where still lies a spell over each tree, rock and road and where the sunlight would never touch the ground; There lived the Dark Elves.
So they dwelled in deep shadows, for they loved the night and the gloaming beneath the stars. The Eldar they shunned and of all they harbored for the Ñoldor the greatest dislike.
Of dreadful countenance was this Elven-kin, though at the same time beautiful to look upon and they were renowned to be masterful crafters, dedicating their lives to art and battle.
Given to them by Eöl was the metal called Galvorn, black and shimmering as pitch, so hard as the steel of the Dwarves and yet so smooth that it could be rolled thin. It could withstand blades and arrows alike and the Dark Elves enshrouded themselves with it so that they appeared tall, powerful and sinister.

About the Dark Elves

This Elven-kin is not to be mistaken for the Moriquendi, who were Elves that never saw the light of the trees of Valinor.
The Dark Elves are the kin that Eöl counted himself to, a people formed from scapegoats, exiles and those Elves that shunned the sun-light, hated the day star and resented the Eldar.
»They were 'imagined as wandering about, and often ill-disposed towards the 'Light-Elves'. But it was also sometimes applied to Elves captured by Morgoth and enslaved and then released to do mischief among the Elves.'«
-War of the Jewels: Maeglin
However, much like their valinorian brethren, they delighted in art and the shaping of things, overly so, that they strived for perfection. Their numbers dwindled with the passing of the First Age, but some may have endured to the present day.
About the Conclave
To prevent their kin from dying out completely, five Dark Elves who were said to have been among the first Elves to awake, and who are known as the Conclave, began to gather the reminders of the scattered kindred.
What followed was the search for a refuge, of which some may claim, it would lie high to the North of the Misty Mountains, warded from dangers by unclimbable peaks and unbreakable fortifications. There, in solitude, the Dark Elves grew slowly but steady and were warded by the guidance of the Conclave.
To aid the cause of their people, the Conclave successfully subdued a number of savage tribes of Man, turned them into a subservient people that forced into labor for the Elves.
Solitary Dwarves that were cast out from their home joined the ranks of the Dark Elves and supported them with the work of smithies and constructors.
Consumed by anger, hate or disappointment over the Eldar and all other races of Middle-Earth, the people were split into two major opinions:
The Stars, who believe that the safest course of action is to strengthen the own borders in order to survive the war that was beginning to brew to the south in the End of the Third Age. Few of them were inclined to wreak revenge among the mortal races and the Eldar, preferred the solitude and the good life that the subservient tribes of savage man made possible for the Elves.
And the Comets, who soon turned out to be extremists, seeking the good for the Dark Elves not in idleness but through the effort of war. Most of them hate the other races, as well as their valinorian brethren and few refrain from killing. The Comets seek to re-establish Elven dominion over all of Middle-Earth.
However, both factions would ultimately answer to the Conclave and were yet unified in their love for art, which had become as dark and somber as the nature of the Dark Elves.
