You see a Man ... one of Gondor you think from his accent...but his skin's shade hints that blood from further south trickled into his ancestry somewhen. Piercing blue gray eyes, like the Sea, are the only other remarkable thing in an otherwise unremarkable but thoughtful face.

A gold brooch clasping his cloak together shows what appears  to be a fish spitting water out of its head into the sky.

He looks about himself rather frequently, you note.  Studying.  Occasionally smiling quietly.  He generally looks mildly amused...but what by is not clear.  If you come upon him unawares it is not unlikely that you found him speaking to himself.
