At the Merchant's Guild Council Meeting, Vratni boldly proposes his plan to save the reputation of the Merchant's Guild. He insists that he can only do this by being given the power to seize any worthless goods left to rot in the auction yard for too long, as this hoard of unwanted, low quality goods was apparently hurting Bree's reputation as a center of trade. Arlane immediatley calls him out on this, stating that this was nothing more than a con disguised in the language of public service.
