Background
Myrana Woodrow formed the Blackwatch under the authority of the Watchers of Bree. After the death of a husband at the hands of outlaws, she had felt the need to solidify the presence of the Watch. The goal of the Blackwatch is not to enforce laws, but to pass judgment on those who have earned a fatal penalty, and to more effectively protect the people of Bree, and the surrounding towns.
